As a user, I want the ability to add an exclusion list to my Broadcast recipients segment to ensure only customers I want to reach get my texts.

Agree.. one possible exclusion could be: no messages exchanged in a certain amount of days... so if someone is interacting with that customer he doesn't receive the broadcast, but if he is dormant for 3 days he gets it..
